Pedestrian Plaza Legislation: Intro 1109

In April 2016, the New York City Council passed Intro 1109, legislation that gives the NYC Department of Transportation (NYC DOT) the authority to write and implement rules for pedestrian plazas throughout New York City.

Intro 1109 allows NYC DOT to address ongoing concerns about aggressive hawking and solicitation on the Times Square plazas, while also making it easier for plaza partners citywide to manage, program and activate plazas so they are true community assets.
